FWIW, I don't know why the copy paste method I described below didn't
work but I was able to copy the controls a tab at a time and paste them
into the new window where I had already put a tab panel. The problem
seems to be centered around the tab panel itself. If I copied and pasted
the tab panel it would not show up. I had to actually drag a new tab
panel from the controls window and paste the copied controls to it. It
now works ok.
