How can you tell when a sound file has finished playing? What I want to do
is display a jpg and play a sound, wait for a sound to be played, but when
it finishes I want it to move onto the next jpg and sound file.

Use a timer to check the IsPlaying property of the sound.

I do not want to put a timer on it, as on slower machines it may take a little longer to start playing the sound.

No, the rate at which a timer fires has very little to do with the speed of the machine.
