Figure out a color

Is there a function that returns a color when you give it pixel 
coordinates, such as the coordinates of the mouse?  So, if you put that 
code in the mousemove event of the window, and then you move the mouse 
over a picture in the window, it would tell you the color of the pixel 
that the mouse is over.
