I don't know that there are any official RB user groups, though I know users
sometimes meet up here and there. I think regional user groups is a great
idea, though. You could find a free meeting room at a public library, all
bring your laptops, and show off whatever you're working on -- then show how
it works under the hood, swap tips, get advice, etc.
You could then talk about outreach activities, like hosting a "learn to
program in 2 hours!" workshop for the community. That would help grow your
group -- probably a concern since only a small fraction of the users in any
area will bother to join a user group, even if they manage to find out about
it.
If anyone is interested in starting such a group, I encourage you to join
the NUG mailing list and discuss it there. Be sure to include what region
you're in and how far you'd be willing to travel. Maybe you'll find that
you overlap with another NUG member, and there you'd have the beginnings of
a user group already!
