His personality was dependent on the setting (a huge understatement). You'll
find, if you keep reading, that as a compliance officer he let his
narcissistic side loose and enforced the city codes to the letter. He was
known to measure peoples grass with a ruler and some have even described him
as having a "holier than thou" attitude. I recall telling my dad after one
of the confrontations that he was a "cop wannabe"... You know like the mall
security guards. He didn't appear capable of differentiating between the
"letter" and the "intent" of the law. I was remodeling a house that was
uninhabitable (drug house) and gutted it (yep literally the kitchen sink and
all). One would think that someone from the city would give me a little
latitute to get the trash picked up... Nope! I was treated just like Joe
Dirtbag that parked his '73 Nova in the yard on put it up on blocks.
On the flip side he also raised two children, was president of his church, a
scout leader, etc... (oh and a serial killer). So clearly he wasn't
someone who's personality could be easily encapsulated into a few brief and
pithy sentences.

I read in the LA Times that he was the president of his 400 member church
congregation and a well respected member of the community - and in fact so
well respected that the people are in shock that there was a monster in
their midst who gave every appearance of being a decent Christian man. Seems
you saw something sinister others didn't?
