I was running RB5.5 on the same machine just before installing the new OS.
Evidently there is some preference-type log which is cleared when you install
the new OS over Panther. I am not bothered by this though - at least I did not
have to re-enter my license code.

OK, I solved this. Even though the build application settings were set for
OSX or Windows (I tried both), classic kept firing up. Among the other
preferences in that set of windows was one for compatibility with 9 or X.
Somehow
that preference got changed during the new system install process. I have not
made anything for 9 in more than a year and never gotten that message before.
But
its easy to fix once you know what the problem is (...a methaphor for much of
programming....)

Thats solved too. I had my ibook connected via ethernet and RB ferreted out
that it was installed on the other computer. Using two computers is a great way
to deal with the hour install process.
So I am happpy.
Will be able to use RB to make Widgets?
