9.0 shipped with CarbonLib 1.0 according to the Carbon Porting Guide.
Using TomeViewer I peeked in a couple of updates. 9.1 included CarbonLib
1.1.1 and 9.2.1 included 1.4 (I can't find my copies of the other updates).
I think it would be hard to tie a version of 9 to a version of CarbonLib.
The only solution is to ship or ask people to download the version you
require and include a check for the CarbonLib version at startup.
