Then perhaps mix both solutions - in every window.Draw cycle create a tiled
picture, draw it and get dismiss it.

I use the direct drawing approach (without an additional buffer) a lot,
without any obvious flickering - in addition to tiling a 64x64 picture I
also render a light effect - see www.mp3voodoo.de

Under OSX that's no problem anyway...
