How told you that they can't? Truth is, they simply don't want to.
That's because they have to protect their out-of-country
distributors because they don't want to piss them off by taking
away some of their business. They have to respect each others'
boundaries.
RS could, of course, forward earnings from out-of-country orders
to the respective distributors. But that takes extra efforts and
willingness.
