Difference between user quit and logout/restart/shutdown?

Has anybody figured out how to tell the difference between when the user chooses on the Quit menu item and a shutdown/logout/restart?

I just discovered that under OS 9 when multiple users are active, if you return true from your FileQuit menu handler you'll find that it gets called back again pretty quickly over and over. Not so under 9 with multiple users off or OS X.

Why the difference in behaviors?
