Thanks for the input.  Turns out I downloaded the ZIP file from the beta
section of the FTP site last week on the day it was updated but still
with the old version.  When I updated to the current build (5.0.0b1 from
July 22) the problem I described does indeed vanish.

But I'm still not out of the woods.  I still fail to add any project to
the server.  The log messages from the RBPM console look like this:

Initializing.
Reading config file "Project Manager Prefs"
  [port=7330]
    Port set to 7330
Server listening on 192.168.0.152:7330.
User data saved.
() Connection received from 127.0.0.1
()    [Sending: SVER]
()    [Sending: IVER]
() Send complete.
() Client at 127.0.0.1 disconnected.

In this case the server is running on the client machine and accessing
as localhost:7330.  I get the same thing when I run the server on the
network.  The disconnect message appears about 1 minute after the ()
Send complete and seems to be a natural timeout.

I am running the REALBasic IDE on Windows XP Professional.  I have tried
running RBPM on both Windows XP Pro and Windows 2000 Server.

Any experience with RBPM running on a Windows server with the Windwos
IDE?

Actually, you can change it back.  The important effect of changing 
the port is that it creates a preferences file.  And I don't think 
that will be necessary with the latest version of the server (i.e., 
that defect was corrected in the version uploaded last week).

Not necessarily.  We're using it internally on a daily basis, and 
while it does still have quirks for us, it is usable.  I suspect that 
a large part of the difficulties you're having is that the project 
database is out of sync with your local file.  If you were to start 
over (i.e. remove your project from Project Manager, and delete the 
files on the server), you might have much better luck.

But we're still expecting a new release soon, so waiting for the next 
one is a reasonable strategy.
