It's a menu extra which you turn on in the International preference
pane in System Preferences. It's not an application.
International
Input Menu
Check "Character Palette" in the list
Check "Show input menu in menu bar"
This option is enabled 'by default' in the French (and I think in every non US
version of) Mac OS X 10.3 (just like it was in the OS 9 and previous versions).
You can see the menu by looking at your 'Country flag' in the right part of the
menu bar ;)
The keyboard shortcut to 'scroll' thru all the available entries (two: Américain
- USA- and Français - France -) is: Command-Option-Space (space bar).
Press Command-Option-Space and watch the 'country flag' in the menu bar: it
change.
If you want to add more countries in the Keyboard menu, follow Seth
explanation(s) and select as many countries as you want.
