Has anyone had any problems with ParseDate not recognizing the
System Preference's International Formats setting? When I select a
Region that shows the warning message: "The selected region will
only be used by Unicode applications. Other applications will use a
previous region" -- it does not recognize that region's
Day/Month/Year format, and still uses my previous selected US format.

Yep. Nice of the preference panel to warn you that this might happen.

Aren't RB apps considered a "Unicode application"? If so, why does this fail?

When I select UK (which doesn't show the unicode
warning), the change does not take effect in my app until it quit
and restart it.

This is normal.

OK, but Is it technically possible to change that? I would assume it should update apps in real-time, since the Menu Bar Clock does. It's no super-biggie -- but it did slow down and confuse my tech support for my app.
