Well that's just rotten luck. I get at least one torch about half the games, I think. You can always quit and restart when you don't like the starting configuration. (Lame, I know -- someday I'll add a "New Game" command.)

Because zombies are much tougher to kill than humans (naturally, since they're already dead).

Makes it seem like the only strategy is to run, but then you always lose. It seems that the forks are as useless as the clubs.

No, there are much better strategies (and pitchforks are somewhat better than clubs were, being pointy and all). Try surrounding a zombie with a bunch of humans and then beating it into submission. Also, be quick to grab any firearms; they can attack from a distance. Finally, remember that zombies are too stupid to look behind, except when you're actually touching them -- so you can get behind one, run up and smack it with your weapon of choice, then step away, and they won't know what hit them.
