No, a bone should affect only certain vertices; I don't see how you
could make it useful using just an area of affect.
In fact, ideally, each vertex can be connected to more than one bone,
with appropriate weights -- this really helps even out the kinks that
otherwise appear at the joints.
Feel free to base your skeletal animation system on Meshwork's bone
support if you like. :) At a minimum, it would be a good thing to
study as an example of how a weighted bone system can work.
