I started on such a game a few years ago; as I recall, I have an app
with all the countries on it, which can be drawn on any color, and
when you click one, its color pulses to show that it's selected.
That's about as far as I got before losing interest. (FYI, there is
a very good commercial implementation of Risk for both Mac and
Windows.)
I'd be happy to share my code as a starting point if anybody wants it.
