(FYI, there is a very good commercial implementation of Risk for both Mac and Windows.)

First of all, I know this response is very late, but I've been away and I was browsing through the recent mail.

The game you're probably talking about is Risk II: http:// www.gamedb.com/ssps/0/8/00002 I have it, it's an amazing game, and it's the very reason I would never bother trying to make a Risk game. It has animated battles and all. Plus it's now an aged game (read: cheap).

Not trying to demotivate anyone here, just saying there's already a great Risk game out there.
