Yes, ticks is based on OS functionality, so it would not make sense to
sync the ticks function to the refresh rate of the monitor ;-)
The ticks function is not related to the refresh rate at all; it is
just a coincidence that a tick is 1/60 of a second and a common refresh
rate is 60x a second. Making ticks track the refresh rate of the
monitor would make no sense at all.
