You can only command those people who are Aware (those which have kind
of a fighting stance, not those whose hands are simply down at their
sides or perhaps up in the air). There's only one of those in the
beginning, so it's up to you to move that one guy around to help make
others Aware.
The Windows flag button is a special key. If you have an Aware selected
and hold down the windows button and click on another person, be it
human or zombie, it will Order that Aware to perform a
context-sensitive action automatically (Windows-click again on that
Aware to cancel an Order). If you hold down the Windows button and then
press an arrow key, you'll command every Aware to move forward (based
on their current facing) by their maximum movement points.
Hmm. Or at least that's how the Windows key is supposed to be used. It
appears that you're right -- the Windows key will simply open up the
start menu. That's a good catch that needs looking into.
