Before investing a lot of work into creating a rules engine, I recommend you
do some research and prepare a proposal. Many of these game companies view
their rules as strategic IP (just like a movie studio or comic book company
does) -- or may be more interested in licensing you content rather than
actual rules. For example, A-Sharp's Duane Dunham developed King of Dragon
Pass (using metropolis unfortunately) which was based on Glorantha but not
on the base system of rules.
Ive done IP licensing and it's a different type of tangle than the simple
icon and "look and feel" sorts of issues we are normally used to.
