Comunque puoi usare il backslash come carattere di escape

SELECT * FROM TAB_INIDIRIZZI WHERE cognome='Dell\'Utri'

oppure ripetere l'apostrofo

SELECT * FROM TAB_INIDIRIZZI WHERE cognome='Dell''Utri'
