And just to be pedantic about this, I have no problem with BBEdit and its hexdump feature. On the file your code creates, I see:

0000: 61 00 08 00 00 00 10 01                           a.......

Which is exactly what I would expect. BBEdit may have some failings, but I don't think this is one of them...
