Both symmetric and asymmetric algorithms be implemented either as stream vs. block ciphers - that's not tied to the TYPE of algorithm. Speed wise, it's certainly faster to do a symmetric crypt than an asymmetric one - since there is less overhead on the "key management". But again, performance isn't a choice for algoroithm type in crypto.
