Quicktime had anything to do with it. Oh wow, I just read the Lang.Ref on

If you have RB 5.5.2 or later, you should also be able to use OpenAsPicture to load JPEG files on Windows (even without QuickTime) and on Linux.

5.5a10 [New] [Win]
FolderItem: OpenAsPicture now loads .jpg files without using QuickTime.

5.5.2fc1 [New] [Lnx]
FolderItem.OpenAsPicture: Can now load JPEGs and PNGs (Feedback ID:robzyqwf)

Joe Huber
