memoryblock parameters

I have a situation where I need to DIM a memory block and pass it to a
function that sizes it and assigns it a string value. Essentially I'm making
a function to create a pointer to a string in memory.  I can do this inside
a function but passing an unassigned memory bock has me stymied.  Any ideas?
