No. Set on the hard drive and if you appropriately wipe the HD you can nuke this. Not in PRAM as that would add too much to the overall manufacturing process.

No.
It's actually on the hard drive and _may_ now also be in the PRAM. Swap hard drives and reset the pram and see. It's likely gone.

There are ways to get the Mac to NOT have a serial # and still be OK.

We sure seem to be going back and forth with this issue. Here is a Apple techdoc from 10/2001 which says you can restore your Mac Serial number by resetting your PRAM:
