Exactly the same as a project or class saved in binary format instead of XML.

I was looking at one this weekend and see that mine was tagged with my RB version 5.5.4. So, it got me wondering theoretically whether I could give
that to someone using 4.5.2 and if they could successfully add it to
their own project.

Yes, it should work, except of course for any new features added since then.
