I think you should try telling him to delete his preferences file if you
haven't already done so (or wherever you keep the registration info). By
"not accepting" he could mean that it just isn't being remembered/saved, and
the prefs are corrupted in some way. I have had cases like this where
deleting the Preferences solves the problem. Also tell him to restart and
check his permissions etc...

I think chances are higher that there is just a temporary problem, and its
not fraud. 

Another thing that I do is make sure that all white spaces and quotes are
stripped automatically by the registration system because when I send a
registration number like 'XXX-XXX-XXX' people tend to leave the quotes/extra
spaces in. Ask for a screen shot of the number entered in the system. Always
try to make sure they can't do anything wrong:) (like that's possible)
