Hmmm... it looks like .gif files work but .pict files no longer do.
In looking at the other bug report, it looks like it pertained to
graphics where a mask was made. I'm not doing this. I'm just
setting the transparency property of the picture. I've filed a new
bug report just to clarify things.

I've found a bug report about this that claims that this issue was
