If you are willing to pay Vellum money, you should also consider
TouchCAD.
With its roots in marine design, it comes with way better shape
control than in most very expensive CAD programs. Shapes are highly
parametric, a NURBS surface can be set to anything between a single
triangle, up to 64000 triangles and ay settings in between, to allow
highly detailed shapes as well as very minimal models. The 3DMF files
generated are also fairly compact and efficient. When it comes to
modeling, I suggest a look at the Training section of the TouchCAD
site. You do not only get to see some finished models, you can also
watch pretty much the entire modeling process in QuickTime movies.
Examples are a boat hull, a car body, a human shape, a house and
terrain model, a kitchen chair and so on. Modeling time 5-20 minutes
a piece, so it is pretty quick too.

MilkShape maybe, its pretty sweet, I like it and I think its free
or super
low cost. Or maybe Ashlar-Vellum Argon. Depends on how
sophisticated you
need your shapes to be (precision) and whether or not you need to
machine
them or make pictures.
