We simply test Network.IsConnected before trying to access
internet. If true we continue - if false the docs say "sockets may
cause a dial-up to occur". We are on fixed lines so there is
nothing to dial, meaning that if we get false the network is down.
A machine can be on the LAN, but not necessarily reach the internet
via LAN. So what would be a good way to test whether a machine is
connected 'without' triggering dial-up in that case?
