Copyright the material and sue anyone who copies it - protect your
investment in it. It is a pain to go after them but not that hard. This is
the crux of your issue IMHO. Bring one action and see if there are more
takers for the agony of a copyright violation suit.
Bitter? I suppose, but we've had to do it before and it does work.
