I'm not sure how you think it's strange -- if it's that it needs to have a location other than the Application menu, then that's because REALbasic is a cross-platform environment. There is no application menu on Windows and Linux and classic MacOS, so system menus (like Preferences and Quit) need to have some "home" location they appear in on those systems.
