If I had to beat your scheme I would just have it ignore any pixels
that were of a certain grayness. Then OCR it. Not that I would do it
but it could be done.

I did check however, and "updating" your own safety manuals with
the same or similar information as someone else is considered "the
norm", and would be a very hard case to make, plus I was told that
it's very doubtful if a safety manual could be copyrighted at all.
I think I'm just going to TIFF each page and then re PDF them with
a watermark over the back. A laborious task, but, it'll mean that
people will have to actually rewrite the information if they want it.

I've run into instances in the past (another industry) where I wrote
safety manuals for a company, and it took about 2 weeks before I
found instances of competitor's manuals who had clearly copied /
pasted my own work straight into their own manuals.
This may not sound like a huge deal, but the company I worked for
spent $$$ getting my work checked by consultants in the workplace
safety and Occupational Health and Safety Industry, and I spent
hundreds of hours revising these safety manuals as per their
recommendations.
Having competitors copy and paste the end product into their own
manuals angered me slightly...
So, I just want a way to provide PDF manuals to people, without the
possibility of them copying and pasting the contents of my manuals.

Copyright the material and sue anyone who copies it - protect your
investment in it. It is a pain to go after them but not that
hard. This is
the crux of your issue IMHO. Bring one action and see if there
are more
takers for the agony of a copyright violation suit.
Bitter? I suppose, but we've had to do it before and it does work.
