You might also want to consider the effect on your legitimate customers.

It irritates the *%&! out of me when I can't copy out a section of a manual 
that I paid for, for example to consolidate a couple of pages into one to 
distribute to employees.

Competitors copying sections doesn't cost actual dollars. Irritating customers 
might.
