Standard dark color?

In Mac OS X you can select the default highlight color you want the
interface to use, but most of the apps are savvy enough to use a very dark
shade of that color for highlighting so that when used as a background you
have a fairly good chance of reading the white text printed over it.

Is there a standard system call to get the darkened version of a color, or
should I just use the hue and tone down the intensity using a HSI color
model by some appropriate-looking amount?
