I don't know if they are necessary, but they really provide a nice
way to distribute an app. You can set their background to give them a
nice look and, at least for Safari, they are automatically mounted
and opened for you. Or, you can choose the type of .dmg that
automatically deletes itself, so that all you are left with is the
app itself.
..dmg is just the standard way to distribute software on the Mac, just
as installers are the standard way to distribute software on Windows.
