I upgraded to pgsql4rb <http://aliacta.com/products/pgsql4rb.htm> some time ago.
I've never had _any_ hassles with connecting to postgresql from rb
since that joyful day ... :-)

I recently created a small command line tool for macosx to connect to
postgresql from a macosx apache server without built in support for
postgresql.
Xcode open source included.
