[req] Edit code in the Project window, layouts in separate windows

I like my code editors in a single tabbed window, and each layout
editor in a separate window of its own. I'd like to be able to adjust
preferences so that this is automatic, rather than having to select
> from context menus, remember various key modifiers, and perform extra
window navigation. Here's the feature request:
