I don't know, but I tried looking that up. I have seen Unicode formatting talked about, but not the description of how it is implemented. But you are definitely safe if you use the Latin 1 encoding.

BTW, the REALbasic function EncodeURLComponent() treats all text (including UTF8) as binary.
