Windows: Capture Shortcuts on whole System

Hello,

i want to be able to capture the F1-F12 Keys on Windows, even if my
Application is not the Frontmost or when it's minimized.
Did someone here already tried this with success before and is willing to
provide some source code ?

I am using RB2007 with all Einhugur & Monkeybread PlugIns.
