My guess, and this is purely speculation on my part as I have no  
inside knowledge, is that they expected to have a Cocoa target before  
now, and so didn't deem it wise to put further resources in Carbon  
composite windows. This is based on some conversations I had with Jon  
Johnson, in which he told me that all Cocoa windows are composite, but  
the compositing is handled in a different way (this was in response to  
an issue I was having with a composite window at the time).

Again, just a guess.
