Due to security issues, Windows now forces these things to be done at a "proper location", so executing programs and data are in separate places. This is just like the Mac setup, but Apple does not force the situation.Many, many, many apps had to be upgraded because of this. It was the major task to upgrade programs to Windows, since so many apps used the install folder (inside Program Files) to store app specific things, mainly because the path-search-chain in Windows starts with the folder where the application is in.
