No, because pictures in general don't have any pixels, and when they
do, the particulars of the format are very platform-dependent.
i can work with macintosh pictures using the gworld and the pixmap
etc., but do not understand how to access them on a reliable way on
windows.
I think there is no shortcut for digging into Microsoft's
documentation on HBITMAPs and other such beasts.
