This really needs to be incorporated into RB to be widely accepted. I'd just as soon blindly re-download the latest release of a plugin than try to find and use a standalone app that may or may not tell me if a plugin is up to date or not.

A feature request for an "About Plug-In" menu in RB (ala Photoshop, etc.) sounds reasonable to me, though sticking a version number the the filename might work well enough :/
