Even Carbon PEF is on its last legs. 2007r4 dropped support for building
Carbon PEF apps and won't properly build an app uses a Carbon PEF plug-in
(this is fixed in the 2007r5 release). If you want a complete plug-in you
should be building Universal mach-o, Linux and Windows.
